PGPD Searches for Missing Man

The Prince George’s County Police Department is seeking the public’s assistance in searching for a missing man. He is identified as 58-year-old Nathaniel Lockley.

Lockley was last seen in the 8600 block of Monmouth Drive in Upper Marlboro on March 29, 2015 at 9:30 am.

Lockley is described as an African-American male, 5’2” and 160 pounds. He was last seen wearing a gray jacket with a black leather stripe, navy blue sweat pants, and white and gray high top Pumas. He may be in need of medication.

Suspect Charged with Attempted Murder of Officers After Non-Contact Officer-Involved Shooting

The Prince George's County Police Department is investigating a non-contact officer-involved shooting in Capitol Heights. The Special Investigative Response Team (SIRT) is handling the investigation.
The suspect is charged with two counts of attempted murder and two counts of assault on two of our officers. The suspect is 33-year-old Anthony Ernest Skinner of the 700 block of Barnes Street in Northeast Washington.

The preliminary investigation reveals on March 30, 2015, at about 10:45 pm, the officers attempted a traffic stop on a car in the 5900 block of Seat Pleasant Drive. As the officers approached the car, the driver, later identified as Anthony Skinner, sped off. A short time later, the officers located the car in a cul-de-sac in the 7000 block of 71st Court. The uniformed officers approached on foot and ordered Skinner to shut off his car. Skinner did not comply with their orders and accelerated toward the officers. One of the officers discharged his firearm, striking the car. The suspect was not struck. He then sped off.

A countywide lookout for the suspect was broadcast. Officers located Skinner a short time later in the 5500 block of Winston Street in Marlowe Heights. As officers again tried to stop the suspect’s car, he clipped a cruiser and ultimately struck a tree. He was taken into custody. Skinner was treated for minor injuries and released. There were no injuries to our officers at either location.

Skinner faces two counts of attempted murder and two counts of assault. He has admitted his involvement.



The officer involved is a three-year veteran of the Prince George's County Police Department, assigned to the Bureau of Patrol. He is on routine administrative leave pending the outcome of the investigation. 

PGPD Suspends Officer Following Off-Duty Incident

A Prince George’s County Police Officer has been suspended following an incident that occurred while the officer was off-duty.

Corporal Jesse Stewart was issued a criminal summons charging him with misdemeanor reckless endangerment. The allegation stems from an incident on March 23, 2015.

The Prince George’s County Police Department’s Internal Affairs Division launched an investigation after learning of the incident.

Chief Mark Magaw released the following statement today:

“When one of our officers is accused of wrongdoing, we take those allegations seriously. Our Special Investigation Response Team immediately launched an investigation upon learning of the allegation. The Prince George’s County Police Department holds our officers to high standards whether they are on or off duty.”

Stewart has been employed by the PGPD for 21 years and is assigned to the Criminal Investigation Division. 

PGPD Searches for Missing Mother and Child

The Prince George’s County Police Department is searching for a missing mother and child. They are identified as 16-year-old Alba Cristina Romero Argeuta and 15-month-old Nathalie Tatiana Romero Argueta of Brentwood.

They were both last seen in the 4400 block of 40th Street in Brentwood on March 30, 2015, at 5:00 pm.

Cristina Romero Argueta is described as a Hispanic female, 5’4” and 160 pounds with brown eyes. She was last seen wearing a black and grey long sleeve dress. Her daughter, Nathalie is described as a Hispanic female, with short hair and brown eyes. Nathalie may be in need of medication.

PGPD Makes Quick Arrests in Langley Park Homicide

Updated March 31, 2015: The victim is identified as 34-year-old Juan Lopez. His last known address is Kanawha Street in Langley Park.

The Prince George's County Police Department's Homicide Unit arrested two suspects in connection with a homicide in Langley Park yesterday. The suspects are 23-year-old Sergio Elias Serrano of the 1400 block of Kanawha Street in Langley Park and 25-year-old Julio Cesar Jacome-Rosales also of the 1400 block of Kanawha Street.

On March 29, 2015, at about 4:15 am, patrol officers were called to the 1400 block of Kanawha Street for a welfare check. When they arrived, officers found a man inside an apartment building suffering from apparent stab wounds. He was pronounced dead on the scene. The victim’s name will be released once his family has been notified.

The preliminary investigation reveals the motive was robbery. Serrano was arrested shortly after the homicide in a nearby apartment building. Jacome-Rosales was arrested yesterday evening near his home. Both are charged with first and second degree murder and armed robbery. They are in custody at the Department of Corrections on a no bond status.

PGPD Investigates Fatal Crash in Capitol Heights

The Prince George’s County Police Department’s Collision Analysis and Reconstruction Unit is investigating a fatal crash in Capitol Heights. The victim is 57-year-old Andre Lamont White of Parkway Terrace Drive in Suitland.

On March 28, 2015, at about 9:00 pm, patrol officers were called to Central Avenue and Addison Road for the report of a collision. When officers arrived, they found White suffering from critical injuries. He was pronounced dead at a hospital. A young child in the car suffered non-life threatening injuries.

The preliminary investigation reveals White was heading eastbound on Central Avenue when for reasons which are under investigation, his car left the roadway and struck a tree.

PGPD Remembers Fallen Military Hero Corporal Robert Hernandez





It was nine years ago today that we lost our brother, Corporal Robert Hernandez.  The Staff Sergeant with the US Army Reserves was killed in a roadside explosion while deployed in Iraq on this day in 2006.

Corporal Hernandez joined the Prince George's County Police Department on December 23, 1996.  He was assigned to District I in Hyattsville for six years before being transferred to District II in Bowie. 

While serving with our department, Corporal Hernandez mentored children at a local elementary school.  In 2000, his squad won a citation for organizing care packages for those in need in Mozambique.      

At the time of his death, Corporal Hernandez was 47 years old and survived by his two sons. He is the first member of the Prince George’s County Police Department to give his life in service to the United States Armed Forces.

PGPD Searches for Missing Man

The Prince George’s County Police Department is seeking the public’s assistance in searching for a missing man. He is identified as 50-year-old Samuel Lynell Bundy.

Bundy was last seen in the 10900 block of Glenshire Drive in Glenn Dale on March 27, 2015 at 3:30 pm.

Bundy is described as an African-American male, 6’00” and 220 pounds. He is bald with brown eyes. He was last seen wearing a black shirt, blue jeans, and black sneakers. 

He was last seen driving a dark green 1996 Infinity I30T with Maryland registration of 46765CF.

Update in Fatal Officer-Involved Collision Investigation

The Prince George’s County Police Department continues to investigate the collision that killed Police Officer First Class Brennan Rabain on March 7, 2015. Investigators have now determined several possible factors that may have contributed to the crash. They’ve also received final autopsy results from Maryland’s Office of the Chief Medical Examiner.

After informing POFC Rabain’s parents and the PGPD family this afternoon, we’re now releasing to our community pertinent details regarding this collision. While the reconstruction report is not complete, we do know at one point POFC Rabain reached a speed of 106 miles per hour as he attempted to conduct a traffic stop that morning. When he lost control on Greenbelt Road, he was going 64 miles an hour and at the time of impact, the cruiser was travelling 50 miles per hour. Additionally, results of the toxicology report reveal POFC Rabain’s blood alcohol concentration was .07. Under Maryland law, a BAC of .07 could lead to a charge of driving while impaired. Based on traffic camera video, POFC Rabain’s interaction with another police agency moments before the crash, witness testimony, and evidence at the crash scene, there is no indication that alcohol is the primary cause of this crash.

The in-car police radio reveals the officer changed the channel at 3:19 am to the local police district in which he was driving. Investigators believe he did this to call in the pending traffic stop, but that never happened. The first 911 call reporting the accident came in at 3:21 am.

“I do not condone POFC Rabain’s decision to drive after consuming any amount of alcohol. While we will never know precisely what role alcohol played in this crash, the outcome is tragic. The excessive speed can not be ignored either. But we do know that in the final moments of his life, this young officer was committed to protecting the people of Prince George’s County,” said Chief Mark Magaw.

In 2012, our department launched an officer driving safety campaign called “Arrive Alive” after two of our officers died on county roadways within a two-month period. Every week, the department publishes an internal driver safety message that’s sent to all PGPD personnel and is also posted in roll call rooms. The message also goes out over our radio system six times a day.

As the investigation into this fatal collision continues, this department’s top priority remains supporting POFC Rabain’s grieving family and squad who lost a son, brother, father and friend.

PGPD Searches for Missing Girl

The Prince George’s County Police Department is seeking the public’s assistance in searching for a missing girl. She is identified as 14-year-old Cecilia Ivy Guzman.

Guzman was last seen in the 7100 block of Freeport Street in Hyattsville.

Guzman is described as a Hispanic female, 5’4”, and 135 pounds. It is unknown at this time what she was wearing. She also attends Parkdale High School.

PGPD Honors Patrol Officers of the Month




Each and every day, our patrol officers are fanned out across the county to protect the people of Prince George’s County. Too often their good work goes unnoticed. Here are the Patrol Officers of the Month for January 2015.


District I Patrol Officer of the Month
Police Officer Conor Crowley 


On January 3, 2015, Police Officer Conor Crowley was on patrol in the area of Riggs Road and Ray Road when he stopped a car for a traffic violation. When he approached, he detected the odor of marijuana. During a search of the car, Officer Crowley recovered nearly 70 grams of marijuana as well as items that had been stolen from area businesses. An occupant of the car was arrested. 



District II Patrol Officers of the Month

On January 29, 2015, while on patrol, Police Officers David Freshley and Christopher Smith spotted a man behaving in an erratic manor in the roadway in the 9000 block of Lanham Severn Road. As the officers approached, the man began to back away into oncoming traffic, endangering himself and drivers. Officers Freshley and Smith were ultimately able to escort the man to the median and out of harm’s way. While talking to the man, the officers noticed his glassy eyes and also detected the odor of PCP coming from him. Once backup officers arrived, the man was patted down for officer safety. A loaded gun was found in the small of the man’s back. The man was arrested. It was later learned the gun was stolen.

On January 15, 2015, Police Officers Michael Washington and Walter King were called to a business in the 3300 block of Donnell Drive in Forestville. Two suspects had tried to use a stolen credit card and then assaulted the store manager. The officers found and arrested the suspects nearby. The officers also recovered stolen credit cards, a replica handgun and hundreds of dollars’ worth of stolen items.



District IV Patrol Officer of the Month

On January 9, 2015, Police Officer Dale Sollars walked on top of a frozen pond in Oxon Hill to try to rescue a seven-year-old boy who had fallen in. As he was walking, the ice gave way and Officer Sollars himself fell in. He quickly swam over to the child and brought him to shore, where officers began CPR. Once out of the water, Officer Sollars used his prior EMT training to take over chest compressions until paramedics arrived. The seven year old was rushed to a hospital where sadly he was pronounced dead.



District V Patrol Officer of the Month

On January 23, 2015, Police Officer Lyndon Thomas was the first officer on the scene of a fight on Floral Park Road in Brandywine. Once he arrived, Officer Thomas observed a man with a metal pipe walking toward him. Backup officers were still a few minutes away. Officer Thomas took a position of cover behind his cruiser and began issuing commands to the man. The man dropped the pipe and was placed into custody. Officer Thomas then found a victim who had been assaulted by the suspect. He was seriously hurt. Once additional officers arrived, first aid was provided to the victim.

Police Officer Oved Canas

On January 24, 2015, Police Officers Tahicia McCaskill and Oved Canas were called to Aitcheson Road in Beltsville for the report of a suicidal woman. The woman was bleeding profusely from a self-inflicted wound. Given the amount of blood loss, the officers knew immediate action was needed to save her life. The officers quickly grabbed their department-issued trauma kit from a cruiser and applied a tourniquet. They then talked with the woman to try to prevent her from going into shock. Arriving EMS units confirmed that the officers’ actions saved the woman’s life.

Thanks to a brave tipster, we start this week announcing an arrest of two armed robbery suspects featured in last week’s Wanted Wednesday blog. The tipster called our Crime Solvers line with critical information after seeing the above video of a gas station robbery on Livingston Road on March 15, 2015. The suspects are 23-year-old Shavaz Michael Biggers-Lane of the 300 block of Lourdes Drive in Fort Washington and 25-year-old Clifton Jerome Wright of the 800 block of Elfin Avenue in Capitol Heights. We thank the tipster for coming forward and everyone in our community who reaches out to us with information. Shoe Store Robbery

This suspect strolled into a shoe store on Donnell Drive in Forestville on March 21, 2015, but he wasn’t looking for a pair of shoes. Instead, he demanded an employee give him cash from the register. Once he grabbed the money, the suspect ran from the store and into a white van waiting outside. The van drove towards Pennsylvania Avenue. The victim was not hurt. Tobacco Store Robbery


These two suspects robbed a tobacco store in the 7000 block of Allentown Road in Camp Springs. They targeted the business at about 6:30 pm on March 24, 2015. The men ordered an employee to hand over cash. Once they grabbed the money and other items, they ran from the store. The victim was not hurt. PGPD Charges Suspect in Connection With Two Bank Robberies

The Prince George’s County Police Department’s Robbery Unit charged a suspect in connection with a bank robbery in Chillum last Friday. He’s also charged with robbing the same bank in February and the robbery of a third business in January. The suspect is 62-year-old Carlton Llewellyn Chase Jr., of no fixed address.  

The preliminary investigation reveals Chase robbed a bank in the 1900 block of Queens Chapel Road in Chillum on March 20, 2015. On March 22, 2015, members of a neighboring jurisdiction stopped Chase on an unrelated matter. It was discovered Chase had an outstanding warrant and matched the description of the suspect wanted for Friday’s bank robbery. Prince George’s County Police Robbery Unit detectives linked Chase to that robbery as well as the robbery of the same bank on February 11, 2015. He’s also charged with the robbery of a business in Mount Rainier on January 20, 2015.  

Chase is in custody of the Department of Corrections on a $25,000 bond.

PGPD Searches for Missing Girl

The Prince George’s County Police Department is seeking the public’s assistance in searching for a missing girl. She is identified as 13-year-old Kaylie Elizabeth Rivera-Ortiz of Ft.Washington, MD.

Rivera-Ortiz was last seen at the Fashion Centre at Pentagon City in Arlington, VA.

Rivera- Ortiz is described as a Hispanic female, 4’11”, and 140 pounds, with a long black ponytail with either red or purple tint. Rivera-Ortiz was last seen wearing a green jacket, blue jeans, black shoes, and carrying a large brown purse. She may also be in need of her medication.

PGPD Arrests Suspect in Landover Homicide

The Prince George’s County Police Department’s Homicide Unit charged a suspect in connection with a fatal stabbing in Landover. The suspect is 31-year-old Darnell Franklin Adams of the 6500 block of Columbia Terrace in Landover. The victim is 48-year-old James Talvin Wells of West Forest Road in Landover.

On March 17, 2015, at about 6:55 pm, patrol officers were called to the 7200 block of Landover Road for the report of a stabbing. When they arrived, the officers found Wells suffering from a stab wound. He was taken to a hospital for treatment. Officers found and arrested Adams shortly after the stabbing. On March 21, 2015, Wells died of his injuries.

The preliminary investigation reveals the suspect and victim got into an argument that escalated into the stabbing. Adams has been in custody since the day of the attack. He is now charged with first degree murder and remains on a no bond status.
