PGPD Officers Honored for Heroic Rescue at Apartment Building Fire

Prince George’s County, Maryland…Prince George’s County Fire Chief Marc S. Bashoor and Prince George’s County Chiefof Police Mark A. Magaw honored four Prince George’s County Police Officers thismorning for their heroic actions in an apartment building fire at 4711 BerwynHouse Road in College Park last weekend.

At the College Park Fire Station#812, Chief Bashoor presented the Fire Chief’s Award to 14-year veteran CorporalEric N. Lee, seven-year veteran Corporal Matthew P. Ling, five-year veteran PoliceOfficer First Class Daniel Gonzalez, and four-year veteran Police Officer FirstClass Jonathan A. Eyler. Each receivedaward certificates and letters of commendation from Fire Chief Bashoor fortheir acts of bravery and service to the community.

On February 4^th, 2012,at approximately 2:30 p.m., all four officers were working in the College Parkarea when they observed heavy smoke billowing from the sixth floor of theSpellman House Apartments which houses seniors and the mobility impaired. Without hesitation or protective equipment, theyentered the smoke-filled hallways and made their way to the sixth floor. After locating the apartment where the firehad originated, they forced their way through the smoke and heat to check foroccupants. After finding no one was inthat apartment, they made their way back downstairs, assisting the building’s remainingoccupants to safety.

“These heroic actions typify thelaw enforcement professionals who work for our agency. Each one of these officers did not thinktwice about risking their own lives in order to bring others to safety. I want to thank them for their dedication,valor, and commitment to the residents of Prince George’s County,” stated ChiefMark Magaw.

Identity of Suspects Sought in Armed Robbery of 7-Eleven in Forestville

Bashoor will present award certificates and letters of commendation to three Prince George’s County Police Officers for their heroic actions in an apartment building fire in College Park. On Saturday, February 4th, 2012, three officers working in the College Park area noticed heavy smoke billowing from the sixth floor of The Spellman House Apartments located at 4711 Berwyn House Road. Without hesitation or protective equipment, all three officers entered the smoke-filled hallways and quickly evacuated those inside the building to safety.

Police Investigate Murder on 61st Place

     Prince George’s County, Maryland…The Prince George’s County Police Department’s Homicide Unit is investigating the murder of 19 year-old Devon Mansa Gilkes in Riverdale, Maryland.

     On February 8, 2012, at approximately 10:16 p.m., patrol officers responded to the 6400 block of 61st Place for the report of a shooting. Upon arrival, officers discovered Devon Mansa Gilkes suffering from an apparent gunshot wound. He was transported to a local hospital where he was pronounced dead.

     Detectives are working to identify the suspect(s) and establish a motive in this case. The investigation is ongoing.

PGPD Announces Results of the 2012 January Initiative

Prince George’sCounty, Maryland…. Prince George’s County Police Chief Mark A. Magaw is pleasedto announce the results of the 2012 January Initiative. The initiative, which ran for five consecutiveweeks, was conducted during a 24 hour, seven day a week period. The initiative included police officers fromthe Bureau of Patrol, Narcotics Enforcement Division, Special OperationsDivision, Special Investigations Division, Traffic Enforcement Unit, SpecialAssignment Teams, Robbery Suppression and Burglary Suppression Teams. Each unit conducted proactive enforcementoperations in communities inside the Beltway that have been identified as havinga high propensity for criminal activity.

“The incredibleamount of work done by the officers involved in this program onlyexemplifies our commitment to making these communities safer,” said MajorJoseph McCann.

During the initiative,officers made a total of 551 arrests that included two murder arrests, three attemptedmurder arrests, 23 robberies or attempted robbery arrests and three carjackingarrests and seized 54 handguns. Officers recovered illegal drugs with a streetvalue totaling nearly $100,000.

“Our communitydeserves the very best that we have to offer. With that, I want to assure ourcommunity that we will continue to work together in partnership to reducecrime,” said Chief Mark A. Magaw.

Carlos F. Acosta Named Inspector General for Prince George’s County Police Department

Acosta as Inspector General for thePrince George’s County Police Department. On January 30, 2012, Carlos F. Acosta officially began serving asInspector. He oversees the Department’s Internal Affairs Division. He is responsible for investigating systemicor specific issues affecting the police department’s operations.

Mr. Acosta is agraduate of the University of Maryland at College Park (B.A. and M.A.) and theSouthern Methodist University School of Law in Dallas where he received hisJ.D. He joins the Department following positionsas Deputy State’s Attorney for Prince George’s County, Trial Attorney for theUnited States Department of Justice Criminal Division’s Gang Squad, SpecialAssistant United States Attorney for the District of Columbia and an AssistantState’s Attorney for the Montgomery County, Maryland Office of the State’sAttorney. Mr. Acosta is currently anadjunct Associate Professor of Law at the American University – WashingtonCollege of Law. He served as a facultymember for the National Advocacy Center in Columbia, South Carolina. PGPD Officer arrested for DUI in St. Mary’s County

Prince George’s County, Maryland… The Prince George’s County Police Department’s Special Investigation Response Team (SIRT) is investigating the arrest of Prince George’s County Police Corporal Derrick Neumer.

On February 7, 2012, the Maryland State Police arrested Corporal Neumer in St. Mary’s County, Maryland, and charged him with driving under the influence and related traffic charges to include speeding. Corporal Neumer was off duty and not driving a departmental vehicle. Corporal Neumer is a 13-year member of the department, assigned to the Bureau of Patrol/District IV. His police powers have been suspended. An administrative investigation has been initiated by the Prince George’s County Police Department’s Special Investigation Response Team.

PGPD Fallen Hero: Officer Raymond Hubbard (02/08/82)

Let us pause to remember our Fallen Hero, Officer Raymond Hubbard, lost this day in 1982 while attempting to apprehend armed robbery suspects in King Sector.

Officer Hubbard was born on January 1, 1954 in Warner Robbins, Georgia. He served with honor and distinction in the United States Air Force, attaining the rank of Staff Sergeant before being honorably discharged in January, 1979. Immediately thereafter, Officer Hubbard joined the Alexandria Police Department and served with that agency for the next 14 months. On April 7, 1980, Officer Hubbard joined the Prince George’s County Police Department and was subsequently assigned to the Oxon Hill Station.

On February 8, 1982, at approximately 1800 hours, Officer Hubbard was shopping at Iverson Mall located at 3737 Branch Avenue in Temple Hills, Maryland, while off-duty. He observed an armed robbery in progress at the Kay Jewelers being committed by several armed suspects. Officer Hubbard immediately drew his service weapon and challenged the suspects as they exited the establishment. The suspects refused to surrender and an exchange of gunfire ensued, during which Officer Hubbard was fatally wounded.

Officer Hubbard served the Prince George’s County Police Department for two years and was the 12th member of this Agency to make the Ultimate Sacrifice. He was the 19th law enforcement officer to give his life while serving this profession within Prince George’s County, Maryland.

At the time of his death, Officer Raymond Hubbard was 28 years old and survived by his mother.

Police Investigate Murder on 85th Avenue

Prince George’sCounty, Maryland…The Prince George’s County Police Department’s Homicide Unitis investigating the murder of 16 year-old Christopher Donald Smith in NewCarrollton, Maryland.

On February 6, 2012, at approximately 10:45 p.m.,a passerby observed a body along a wood line near the 5300 block of 85th Avenueand called 911. Patrol officersresponded and found Smith, of the 2300 block of Brightseat Road in Landover, lyingnear a sediment pond suffering from an apparent gunshot wound. He was pronounced dead on scene.

Detectives are working to identify thesuspect(s) and establish a motive in this case. Theinvestigation is ongoing.

On February 6, 2012, at approximately 11:32 p.m.,an ambulance unit from the West Lanham Hills Fire Department observed a bodyalong the side of the road in the 5000 block of 78^th Avenue. Patrol officers arrived and found Thompson,of the7000 block of Hanover Parkway in Greenbelt, suffering from an apparentgunshot wound. He was pronounced dead on scene.

Detectives are working to identify thesuspect(s) and establish a motive in this case. Theinvestigation is ongoing.

Warrant Obtained for Third Suspect in Old Fort Road Homicide Investigation

The Prince George’s CountyPolice Department’s Homicide Unit has obtained an arrest warrant for 26 year-oldTyrone Lewis in connection with the homicide of Lenwood “Lenny” Harris in Fort Washington, Maryland.

Homicide detectivesdeveloped Lewis, of Temple Hills, 20 year-old Ivan Newman, of Waldorf, and 49year-old Linwood Johnson, of Oxon Hill, as suspects. Lewis is being held on detainer for First DegreeMurder, Robbery, and Reckless Endangerment. Newman has been charged with First Degree Murder, Robbery, and Kidnapping. Johnson has been charged with First Degree Murder. Lewis is currently detained in the FairfaxCounty Adult Detention Center on unrelated charges. Both Newman and Johnson have been remanded tothe Prince George’s County Department of Corrections on a no bond status. The investigation revealed the motive wasrobbery. This is an ongoinginvestigation.

On January 26, 2012, atapproximately 12:07 p.m., police received an anonymous call that a body was ina well in the 11900 block of Old Fort Road. Patrol officers arrived on scene and established a crime scene. With the assistance of the Prince George’sCounty Fire Department, Department of Environmental Resources, the Departmentof Public Works, the Health Department and the excavating company, “Dirt Plus”,the body was recovered on Saturday, January 28, 2012. The Medical Examiner’s Office positively identified the body on Sunday, January 29, 2012.

PGPD Announces Investigative Discovery in Police-Involved Shooting in Brentwood

The Prince George’s County PoliceDepartment’s Special Investigation Response Team (SIRT) has discovered videotape evidence that does not support the initial version of events reportedregarding the February 3, 2012 police-involved shooting in Brentwood. Asa result of this discovery, the PGPD has requested the State’s Attorney’sOffice amend the criminal charges against Ryan Keith Dorm.

Corporal DonaldTaylor, the police officer who discharged his firearm, and a witnessing policeofficer have been suspended as SIRT continues its probe.

UPDATE: The involved officer has been identified as 13-year veteran Corporal Donald Taylor, assigned to the Bureau of Patrol, District I. He remains on administrative leave in accordance with departmental policy.

Prince George’s County, Maryland…The Prince George’s County Police Department’s Special Investigative Response Team (SIRT) is investigating a police-involved shooting that occurred in Brentwood, Maryland, last night.

On February 3, 2012, at approximately 9:40 p.m., detectives from the District I Robbery Suppression Team (RST) were working an assignment near Rhode Island Avenue and 38th Street. At one point detectives observed two individuals, one wearing a mask, enter the Lowest Price Gas convenience store located in the 3800 block of Rhode Island Avenue. Believing that the two suspects were about to commit a robbery, RST detectives confronted the suspects. One of the suspects swung at the involved officer and began to flee. The officer caught up to the suspect after a brief foot pursuit, during which time the suspect began to reach for the officer’s firearm. Fearing that the suspect was attempting to take control of his firearm, the officer discharged his weapon at the suspect and made the apprehension. There were no reported injuries from the firearm discharge.

The suspect, later identified as Ryan Keith Dorm, 19, of the 4100 block of Parkwood Court in Cottage City, Maryland, has been charged with attempted second degree assault and attempt to disarm a law enforcement officer. He has been remanded to the Department of Corrections in Upper Marlboro.

The involved officer, a 13 year veteran, assigned to the Bureau of Patrol, District I, has been placed on administrative leave in accordance with departmental policy.

Police Seek Information in Residential Robbery of Elderly Woman in Suitland

Prince George’s County, Maryland…The Prince George’s County Police Department’s Robbery Unit is investigating a residential strong armed robbery in which an elderly woman was assaulted inside her home in Suitland, Maryland.

On February 2, 2012, at approximately 3:20 p.m., patrol officers responded to the 4400 block of Arnold Road for a reported burglary. When officers arrived, they found an 84 year-old woman with multiple injuries sustained during a robbery at her home. The victim advised that on February 1, 2012, an unknown man knocked on her door, posing as a neighbor. As the woman answered the door, the suspect forced his way into her home and physically assaulted the victim. After the assault, the suspect took money from her purse and fled the scene.

The injured victim remained on the floor of her home until a neighbor saw her door ajar and notified authorities. Fire/EMS personnel treated the victim on scene for minor injuries.

The suspect is described as a black male, approximately 20-30 years of age, around 6’ tall, with a muscular build and wearing all dark clothing. The suspect may have sustained an injured finger or hand during the assault.

Officer Kelsey was born on March 15, 1957, in Washington, D.C. He joined the Prince George's County Police Department on December 5, 1978. Upon completion of his Academy training, Ofc. Kelsey was assigned to the Seat Pleasant Station.

On the evening of February 2, 1980, Ofc. Kelsey was working a plainclothes, secondary employment assignment at Cox's Liquor Store at 7200 George Palmer Highway (now Martin Luther King, Jr. Highway) Kentland, Maryland. At approximately 2100 hours Ofc. Kelsey observed a subject inside of the establishment who was in possession of marijuana. The officer challenged the subject, at which point he fled on foot. Ofc. Kelsey gave chase and caught the subject in front of 7122 Columbia Park Rd. Kentland, Maryland, where a struggle ensued. During the struggle, the subject gained control of the officer's service weapon and opened fire, fatally striking Ofc. Kelsey.

Ofc. Kelsey served the Prince George's County Police Department for one year and was the 11th member of this Agency to make the Ultimate Sacrifice. He was the 18th law enforcement officer to give his life in service to this Profession within Prince George's County, Maryland.

At the time of his death, Officer Antonio M. Kelsey was 22 years old and survived by his parents.

UPDATE: The Prince George’s County Police Department announces the arrest of Linda McCorkle. McCorkle was arrested yesterday in the Harlem section of New York by the United States Marshal Service.

     Prince George’s County Maryland… The Prince George’s County Police Department’s District I Investigative Section is investigating the citizen robbery of an 84 year-old woman in Langley Park, Maryland.

     On January 12, 2012, at approximately 12:30 p.m., the victim was approached in the 6500 block of New Hampshire Avenue by the suspect, later identified as 48 year-old Linda McCorkle, of the 1500 block of Chillum Road, Chillum. McCorkle, who had three small children with her, told the victim that she needed the victim’s help to cash a check to care for the children. The victim agreed to drive McCorkle to the Bank of America in the 7900 block of New Hampshire Avenue. Before getting into the victim’s car, a second female suspect approached and took custody of the children.

     Once at the Bank of America, McCorkle implied that she had a handgun and would shoot the victim if she did not withdraw a large sum of money from her account. Fearing for her life, the victim went to a teller and withdrew a large sum of money which McCorkle then took from the victim. McCorkle then forced the victim to drive her back to the 6500 block of New Hampshire Avenue where she was last seen walking away on foot.

     Investigators were able to develop McCorkle as the suspect through a Crime Solvers anonymous tip and surveillance video provided by the Bank of America. A warrant was obtained for McCorkle for armed robbery and second degree assault.

Both persons were pronounced dead on the scene.

On January 20, 2012, atapproximately 10:00 a.m., detectives received a call from the victim who saidhe was contacted by a “Good Samaritan” that said they found their dog,Cody. Detectives met with the victim andthe “Good Samaritan” at a neutral location where Cody was reunited with hisfamily.

On December 12, 2011, thevictim left his dog inside of his vehicle in the 6500 block of Sheriff Road. When the victim returned to his vehicle, hefound it had been stolen with the dog still inside. The vehicle was recovered a short time laterat a nearby location, but without the dog. The investigation into the theft of the vehicle is still ongoing.

PGPD Announces Results of Joint “Operation SOLO” and Sobriety Checkpoint Initiatives

Prince George’s County, Maryland… The Prince George’sCounty Police Department’s Special Operations Division and Traffic Enforcement Unit,along with the Maryland State Police, have announced the results of the joint OperationSOLO and Sobriety Checkpoint traffic safety initiatives conducted over thecourse of the past three months which focused on reducing the number of drivingunder the influence (DUI) incidents associated with critical injury and fatalvehicle collisions.

From November 11^th, 2011 through January 14^th,2012, Operation SOLO culminated in 20 DUI arrests, six felony arrests, 17misdemeanor arrests, 37 warrants served, 731 traffic citations, 231 equipmentrepair orders, and 375 citation warnings being issued. Along with the arrests and citations issued, officersrecovered one handgun and one knife as well as 12.7 grams of crack cocaine and39.1 grams of marijuana.

The sobriety checkpoints resulted in nine driving under theinfluence arrests, two possession of controlled dangerous substance arrests, oneopen warrant arrest, one open alcohol container citation, and one child safetyseat violation citation.

"This is an excellentexample of what our collaborative efforts with our partners, the Maryland StatePolice, can achieve to make Prince George’s County safer," stated ChiefMark A. Magaw.

Police Release New Information in Fatal Hit-and-Run Collision in Oxon Hill

UPDATE: CARU investigators believe the striking vehicle is possibly a dark colored Chevrolet Cavalier or Geo Prism with damage to the grill or headlight portion of the vehicle. Investigators are seeking information on the whereabouts of the striking vehicle and driver.

Prince George’s County, Maryland…The Prince George’s County Police Department’s Collision Analysis and Reconstruction Unit (CARU) is continuing its investigation into a fatal hit and run pedestrian collision that resulted in the deaths of a man and woman in Oxon Hill, Maryland two weeks ago.

On January 6, 2012, at approximately 6:59 a.m., patrol officers responded to the 6200 block of Oxon Hill Road, for a call of a pedestrian struck. Upon arrival, patrol officers found 55 year-old Michael Jerome Thomas, Sr. and 62 year-old Mildred Caroline Freeman, both of the 6500 block of Bock Terrace in Oxon Hill, suffering from trauma consistent with a vehicle collision. They were transported to a local hospital where Michael Thomas was pronounced deceased late that night. Mildred Freeman succumbed to her injuries the following morning.

A preliminary investigation revealed the victims were standing in the center turn lane when the unknown vehicle, traveling eastbound on Oxon Hill Road, struck them and fled the scene.

The Prince George's County Police Department's District VI Investigative Section has arrested 22 year-old Edwin Hall-El in connection with multiple commercial burglaries that occurred between December 2011 through January 2012, throughout the northern section of the County.

Detectives developed Hall-El as a suspect during the course of their investigation. He was arrested on January 17, 2012, and charged with 9 counts of 2nd degree burglary. Hall-El was remanded to the Department of Corrections on a no-bond status.

The Prince George’s County Police Department’s Homicide Unit has arrested 28 year-old Jamik Mathew Sumby in connection with the murder of Perry Earl Hunt which occurred last week in Capitol Heights, Maryland.

Homicide detectives developed Sumby, of the 5100 block of North Englewood Drive, Fairmount Heights, Maryland, as a suspect during the course of their investigation. He was arrested today and charged with second degree murder. Sumby was remanded to the Prince George’s County Department of Corrections on a no bond status.

On January 13, 2012, at approximately 8:29 a.m., patrol officers responded to the 1400 block of Doewood Lane for a report of a body. Upon arrival, patrol officers found 31-year-old Perry Earl Hunt, of the 5100 block of Sly Fox Court, Upper Marlboro, behind an apartment complex trash receptacle unresponsive. He was pronounced deceased on the scene.

The investigation revealed Sumby and Hunt were known acquaintances and that Hunt was stabbed during an altercation with Sumby at another location.

The investigation revealed the incident stemmed from a dispute between Chester and Tann, who were known acquaintances. On January 13, 2012, homicide detectives obtained a first degree murder warrant for Chester, who turned himself in without incident earlier today. Chester has been remanded to the Prince George’s County Department of Corrections on a no bond status.

On January 12, 2012, at approximately 10:24 p.m., patrol officers responded to the 7700 block of Bender Road for a report of a shooting. Ray, a registered sex offender, of the 12400block of Gable Lane, Fort Washington, Maryland, was developed as a suspect bythe Montgomery County Police Department during the course of theirinvestigations into two similar assaults. Working closely with detectives from the Montgomery County PoliceDepartment, SAU detectives were able to identify Ray as the suspect in theTemple Hills assault. An arrest warrantwas obtained for Ray charging him with first degree rape, first degree assault,armed carjacking, first degree burglary, firearm use in a felony, recklessendangerment, theft, and several other charges.      On January 12, 2012, at approximately 10:24 p.m., patrol officers responded to the 7700 block of Bender Road for a report of a shooting. PGPD Fallen Hero: Sergeant Harry L. Kinikin, Jr. (01-13-90)

Let us pause to remember our Fallen Hero, Sergeant Harry L. Kinikin, Jr., lost this day in 1990 as a result of injuries sustained 3 years earlier while investigating a theft in George Sector.

Sgt. Kinikin was born in 1951. He was raised in Temple Hills, Maryland and attended Potomac High School. Upon graduation, Sgt. Kinikin worked briefly in the banking industry before joining the Prince George's County Police Department on June 25, 1973. He was subsequently assigned to the Seat Pleasant Station.

On October 17, 1986, at approximately 1430 hours while on routine patrol, Sgt. Kinikin stopped at a 7-Eleven convenience store located in the 7100 Block of Martin Luther King Jr. Highway. He was approached by the manager of the establishment who advised that he had just observed a female who was suspected of shoplifting from the store the previous week. Sgt. Kinikin located the suspect in the parking lot of the Exxon Service Station at 7106 Martin Luther King Jr. Highway in Landover, Maryland and initiated contact with her. As Sgt. Kinikin attempted to notify Public Safety Communications of his status and position, the suspect suddenly produced a steak knife from her purse and stabbed Sgt. Kinikin in his side. The sergeant drew and discharged his service weapon, wounding the suspect in the abdomen. The suspect then stabbed Sgt. Kinikin a second time, piercing his left ventricle. Sgt. Kinikin made a final radio transmission advising the dispatcher that both he and the suspect had been wounded. Responding units arrived on scene moments later and found Sgt. Kinikin unresponsive. CPR was initiated and he was rushed to Prince George's Hospital Center. Sgt. Kinikin never regained consciousness. He succumbed to his injuries on January 13, 1990 at the Presidential Woods Health Care Center in Adelphi, Maryland.

Sgt. Kinikin served the Prince George's County Police Department for 13 years and was the 17th member of this Agency to make the Ultimate Sacrifice. He was the 27th law enforcement officer to give his life in service to this Profession within Prince George's County.

At the time of his death, Sergeant Harry L. Kinikin, Jr. was 38 years old and survived by his wife, son, and daughter.

The Washington Post's Correction to Homicide Closure Rate

As homicides fall in D.C., rise in Prince George’s, numbers meet in the middle

The District and Prince George’s County had nearly the same number of homicides in 2011, a major departure from a high 20 years ago, when the city saw 325 more slayings than the county.

It is a shift that reflects a double-digit drop in killings in the District from 2010 to 2011, with an especially noticeable downward trend in the most stubborn crime zones east of the Anacostia River. Just across the border, though, the homicide count in the neighboring communities in Prince George’s is surging, and the county as a whole saw a slight increase last year.

There were 97 slayings in Prince George’s in 2011, four more killings than in 2010. In the District, the year saw 108 homicides, down from 132 in 2010 and the lowest homicide total in the city since 1963.

“We share many of the same issues,” said D.C. Police Chief Cathy L. Lanier. “Quite a few of our victims come from Prince George’s County.”

The police department’s 7th District east of the Anacostia River — neighborhoods including Barry Farm and Congress Heights — saw its annual homicide count drop 55 percent, with 24 fewer killings in 2011. Neighborhoods across the border in Prince George’s 4th District — including Hillcrest Heights and Oxon Hill-Glassmanor — saw their count more than double, up by 21 slayings.

Law enforcement officials said the trend along the Prince George’s border reflects problems that migrated with those who left the District for inside-the-Beltway county neighborhoods, including issues connected with poverty and long-simmering neighborhood disputes.

Some D.C. residents who still see frequent violence in their neighborhoods are weary, and say there’s not much to celebrate in the city’s declining homicide numbers.

“I’m slow to get too excited,” said the Rev. Donald Isaac, executive director of the East of the River Clergy, Police, Community Partnership. “As soon as you begin to celebrate, it can reverse so quickly.”

Prince George’s Police Chief Mark Magaw said crime has long run “back and forth” between the District and Prince George’s, and he has pushed this year for increased cooperation between the two police departments.

“It’s one big community now,” he said. “No longer do we have the luxury of saying, ‘We only have to worry up to Southern Avenue,’ ” one of the borders between the city and county.

Though killings in both the District and Prince George’s averaged about two per week during 2011, overall violent crime in the city fell by 10 percent and in the county by 12 percent.

But the city had a 6 percent jump in property crime, largely due to a growing problem with thieves grabbing smartphones, computer tablets and other electronic devices from people and cars. “Snatching electronics is the battle of the century,” Lanier said. “It’s the single biggest problem I have in term of numbers.”

Aiming for fewer than 100

Mayor Vincent C. Gray (D) said that the decline in homicides in the District is encouraging and that the city should work to try to get to fewer than 100 slayings in 2012.

“When people see crime going down like this, especially homicides, they are going to feel safer,” Gray said. “My sense is that people do feel safer. On the other hand, when you still see north of 100 homicides in the city, even though it’s a stark reduction, people are going to continue to be concerned about it. Some additional vigilance is going to serve you well, too.”

Killings in the District have fallen rapidly in recent years, with 2011 bringing the lowest number of slayings in nearly 50 years.

“When I started here in 1990, the two things that used to really bother me was that we were known as the murder capital of the world and the city of unsolved homicides,” Lanier said. “Our detectives and our police officers have done an amazing job turning that around. We are no longer either one of those things.”

Homicides in Prince George’s have been generally trending downward as well, though at a slower pace.

The rest of the region’s suburbs have far fewer homicides than the District and Prince George’s, with most counties recording 2011 homicide numbers roughly unchanged from the prior year. Fairfax County was an exception, with a decrease from 16 to 11.

Though Montgomery County had just 16 homicides in 2011, in March it saw one of the year’s highest-profile murders in the region when Brittany Norwood, an employee at a Bethesda Lululemon yoga store, fatally bludgeoned and stabbed a co-worker, Jayna Murray.

And in the wealthier neighborhoods of Northwest Washington, where homicides are rare, three killings drew wide attention: a teen was shot on a busy street in Georgetown on Halloween night; socialite Viola Drath was killed in her Georgetown rowhouse in August, allegedly by her husband; and in November, a man was gunned down outside a nightclub in Dupont Circle.

The Northeast quadrant of the city, covered by the 4th and 5th districts, ended the year with a combined eight more killings than in 2010.

Area crime watchers say they’ve seen violence steadily shift from the District into Prince George’s.

The migration of many of the District’s poorer residents to inside-the-Beltway communities in Prince George’s has been happening for years, fueled by the District tearing down some public housing, said former D.C. police chief Isaac Fulwood Jr., who led the department in the early 1990s, when the city had nearly 500 homicides a year.

That shift has had lasting effects, he said.

“People from D.C. that had to move tended to move to Prince George’s County, and they took with them the things that poverty brings: Lack of access to everything,” said Fulwood, who is now chairman of the U.S. Parole Commission.

The Prince George’s police department, which has more than 2,000 fewer officers than in the District, was left to deal with neighborhood disputes that people brought with them, as well as new beefs created in the large apartment complexes in Prince George’s.

“Alabama Avenue, Stanton Road subsidized housing, all of that is gone,” Prince George’s Deputy Chief Craig Howard said. “Now when you ride through those areas, there are townhouses, single-family homes.”

Last year’s killings in Prince George’s did not seem to follow any common thread, officials said. Young men and women sometimes killed one another in petty disputes.

The majority of the killings in Prince George’s happen inside the Beltway, a more urban setting than the rest of the county. Because Prince George’s has a larger overall population than the District, its homicide rate was lower than the city’s, with about 11 killings per 100,000 residents, compared with about 17 per 100,000 residents in the District.

The suspect then approached the teller window and passed a note stating that he had a bomb and was demanding money. The bank teller, in fear, complied with the suspects’ demands and handed him an undisclosed amount of money at which time he ran out of the bank in an unknown direction.

The suspect is described as a black male approximately 37-40 years of age, around 5’9”-5’11” tall, and weighing between 150-160lbs. He was last seen wearing a black knit hat, dark sunglasses, a black leather coat, black pants, and black gloves.

     Prince George’s County, Maryland…The Prince George’s County Police Department’s Collision Analysis and Reconstruction Unit (CARU) is investigating a pedestrian collision that left two people critically injured in Oxon Hill, Maryland.

     On January 6, 2012, at approximately 6:59 a.m., patrol officers responded to the 6200 block of Oxon Hill Road, for a call of a pedestrian struck. Upon arrival, patrol officers found a 55 year-old male and a 62 year-old female suffering from trauma consistent with a vehicle collision. They were transported to a local hospital where they are being treated for serious injuries.

     A preliminary investigation revealed the victims were standing in the center turn lane when the unknown vehicle, traveling eastbound on Oxon Hill Road, struck them and fled the scene without stopping and rendering assistance. The unknown vehicle is described as a gray compact vehicle.

     CARU investigators are seeking information from anyone who may have been in the area during the time of the collision and observed the striking vehicle.

Maryland Man Pleads Guilty in Carjacking

At Children’s National Medical Center

- Defendant Drove Off With Victim’s Four-Year-Old Child -

WASHINGTON - Deandre Robinson, 20, of Landover, Md., pled guilty today to a carjacking committed earlier this year in the parking garage of the Children’s National Medical Center, U.S. Attorney Ronald C. Machen Jr. announced.

Robinson pled guilty in the Superior Court of the District of Columbia to a charge of carjacking. The Honorable Robert E. Morin scheduled sentencing for January 27, 2012. Robinson faces a mandatory minimum sentence of seven years in prison and up to 21 years.

At today’s plea hearing, the defendant admitted to a chain of events on February 9, 2011, starting at approximately 7:10 p.m., when the victim drove her minivan into the parking garage at the Children’s National Medical Center, in the 100 block of Michigan Avenue NW. In addition to the victim, the victim’s four-year-old daughter was inside the minivan at the time. After the victim parked her minivan, she started to walk toward the trunk to remove a stroller. While she was doing this, her daughter remained inside the minivan, buckled into her car seat.

As the victim was standing at the back of her minivan, Robinson approached her and demanded her keys, lunging at her. The victim resisted, and tried to keep her car keys away from him. Ultimately, after a brief struggle, Robinson was able to grab the car keys.

The victim yelled that her child was still in the car. Nonetheless, Robinson proceeded to unlock the front driver’s side door, get into the driver’s seat, start the minivan, and drive off, nearly hitting the victim in the process. Robinson drove through the garage, speeding past a kiosk to exit, while the victim ran after her minivan, yelling that her child was in the car.

Robinson drove to a nearby apartment complex, in the 100 block of Franklin Street NW, and parked the victim’s minivan in a space in an outdoor parking lot. Subsequently, he took the victim’s four-year-old daughter out of the minivan and left her by another parked car. He then got back into the minivan and drove off, toward Maryland.

A short while later, police officers in Prince George’s County, Maryland, saw Robinson driving the minivan on Queen’s Chapel Road in Hyattsville. While the officers were pursuing the defendant, he drove to a parking lot, got out of the driver’s seat of the victim’s van, and began to flee on foot. After a brief chase, the officers apprehended him.

In announcing the plea, U.S. Attorney Machen praised the work of Metropolitan Police Department (MPD) Detectives Buddy Baylor, Stacey Carey, Eric Schuler, and Manuel Gaffney; Prince George’s County Detectives Lilian Lone, Russell Scott, and Damian Lee, and Prince George’s County officers Thomas Smith, Sean Macaleavey, and Shane Goudreau. He also commended the efforts of those who worked on the case from the U.S. Attorney’s Office, including Victim Advocate Jennifer Clark, Paralegal Kalisha Johnson-Clark, and Assistant U.S. Attorney Maia L. Miller, from the Fifth District of the Superior Court Felony Major Crimes Section, who prosecuted the matter.

Police Investigate Homicide on Brooks Drive

BOWIE MAN EXILED TO 16 YEARS IN PRISON ON GUN AND DRUG CHARGES

Greenbelt, Maryland - U.S. District Judge Alexander Williams, Jr. sentenced Tyrone Anthony Johnson, age 33, of Bowie, Maryland, today to 16 years in prison, followed by four years of supervised release, for possession with intent to distribute crack cocaine, and possession of a firearm by a convicted felon. Judge Williams enhanced Johnson’s sentence upon finding that he is a career offender, based on two previous robbery convictions.

The sentence was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Special Agent in Charge Mark R. Chait of the Bureau of Alcohol, Tobacco, Firearms and Explosives - Baltimore Field Division; and Chief Mark A. Magaw of the Prince George’s County Police Department.

According to Johnson’s plea agreement, during July 2010, officers with the Prince George’s County Police Department used a confidential source to conduct two controlled purchases of crack cocaine from Johnson at his residence at 3000 block of North Dale Court in Bowie.

On August 5, 2010, officers executed a search warrant for the residence. Johnson was the only person in the residence and was found standing underneath the access panel to the attic.

Officers searched the attic and found 74.8 grams of crack cocaine in a black bag. Elsewhere in the residence, officers recovered: an additional 24.5 grams of crack cocaine; 16 fluid ounces of phencyclidine (PCP) in eight two-ounce glass containers; a Glock .40 caliber handgun with an obliterated serial number; $18,878 in cash; four digital scales with cocaine residue and numerous empty glassine bags; and 1.4 grams of marijuana.

Johnson was arrested and officers recovered 1.4 grams of crack cocaine from Johnson’s sock. United States Attorney Rod J. Rosenstein commended the ATF and Prince George’s County Police Department for their work in this investigation and thanked Assistant United States Attorneys Cheryl L. Crumpton, Emily Glatfelter and Adam K. Ake,who prosecuted the case.

Police Make Arrest in Fort Washington Homicide

The Prince George’s County Police Department’s Homicide Unit has arrested 19 year-old Marquis Desean Foster in connection with the murder of Marquis Davis which occurred last year in Fort Washington, Maryland.

Homicide detectives developed Foster, from the 12300 block of Proxmire Drive, Fort Washington, Maryland, as a suspect during the course of their investigation. An arrest warrant was obtained for Foster charging him with second degree murder. He was arrested on January 2, 2012, at his residence without incident. Foster was remanded to the Prince George’s County Department of Corrections on a no bond status.

On June 10, 2011 at approximately 11:05 p.m., patrol officers responded to the 11100 block of John Paul Jones Avenue for a report of a shooting. Upon arrival, patrol officers found Davis, of the 5300 block of East Boniwood Turn in Clinton, suffering from trauma to his body. He was pronounced deceased on scene.

Police Make Quick Arrest in Homicide in District Heights

Prince George’s County Maryland…The Prince George’s County Police Department’s Homicide Unit has arrested 55 year-old Samuel Ulysees Wilson in connection with the murder of his brother, 52 year-old Chappell Wilson, which occurred yesterday morning in District Heights, Maryland.

On December 31, 2011 at approximately 9:05 a.m., patrol officers responded to a residence in the 3800 block of Walters Lane to check on the welfare of one of the occupants. When the officers arrived, they discovered an unresponsive male in the residence with trauma to the body. The victim, Chappell Wilson of the 3800 block of Walters Lane, was pronounced deceased on the scene.

Detectives quickly identified the victim’s brother, Samuel Ulysees Wilson, as a suspect. He was located a short time later and taken into custody. Samuel Ulysees Wilson has been charged with first degree murder and remanded to the Prince George’s County Department of Corrections on a no bond status.

PGPD Aviation Unit Finishes 3rd Place in the 2011 FLIR Vision Awards

The Prince George's County Police Department's Aviation Unit finished 3rd place in the 2011 FLIR Vision Awards. The FLIR Vision Awards are presented annually to the airborne teams with the best video footage.

PGPD Officer and K-9 Partner Graduate from K-9 Police Academy

The Prince George's County Police Department congratulates Corporal Richard Smith and his K-9 partner Bella on their completion and graduation from the Maryland State Police K-9 Training Academy on December 17th.

Corporal Richard Smith, an 11-year veteran currently assigned to the Special Operations Division, and his K-9 partner Bella recently completed ten rigorous weeks of training at the Maryland State Police K-9 Training Academy in Sykesville, Maryland.

K-9 Bella is a 14-month old Bloodhound whose responsibilities will focus on the search and rescue efforts for critical missing person incidents throughout Prince George's County and neighboring jurisdictions who request assistance.

Police Make Multiple Arrests in Attempted Robbery of 7-Eleven

Prince George’s County, Maryland…ThePrince George’s County Police Department’s District I Robbery Suppression Team andpatrol officers made three arrests in connection with the attempted robbery ofa 7-Eleven in Mount Rainier, Maryland.

On December 24, 2011 at approximately 2:08 a.m.,detectives from the District I Robbery Suppression Team observed two maskedsuspects armed with handguns exit their vehicle and approach a 7-Eleven locatedin the 2300 block of Varnum Street while a third suspect remained in thevehicle. The two armed suspects attemptedto enter the store but were unsuccessful because the door was locked. One of the armed suspects then fled the areaon foot as the second armed suspect returned to the vehicle and fled the area alongwith the third suspect. Patrol officers wereable to quickly apprehend the armed suspect who had fled on foot. After a brief vehicle pursuit, the tworemaining suspects were apprehended in Washington, D.C.

Theodore McNeal Scott, 32, of the 800 block of Avanti Place in Hyattsville,Maryland, has been charged with armed robbery and remanded to the Department ofCorrections. Clarence Brandy-OmarrWeaver, 31, of the 1900 block of Amberstone Court in Silver Spring, Maryland,and Dexter Deleon, 29, of the 11700 block of Old Columbia Pike in SilverSpring, Maryland, are being held at the D.C. Jail pending extradition to PrinceGeorge’s County. Both will be chargedwith armed robbery.

Police Investigate Fatal Shooting in Oxon Hill

     Prince George’s County Maryland… The Prince George’s County Police Department’s Homicide Unit is investigating a shooting which left a man dead yesterday morning in Oxon Hill, Maryland.

     On December 25, 2011, at approximately 11:00 a.m., patrol officers responded to Southview Drive and Southview Court for a report of a shooting. Upon arrival, patrol officers found the victim lying on the ground suffering from apparent gunshot wounds. The victim, identified as Quintin Tyrone Perry, 23, of the 3500 block of 6th Street S.E. in Washington, D.C., was transported to a local hospital where he was pronounced deceased. Homicide detectives are currently working to identify the suspect(s) and establish a motive.

PGPD Release Enhanced Video of Burger King Robbery in Bladensburg

On December 5, 2011, at approximately 10:50 a.m., three suspects entered the Burger King located in the 3900 block of Bladensburg Road in Colmar Manor posing as customers.

Suspect # 1 then walked out of the establishment and acted as a lookout. The two remaining suspects remained at the front counter. Suspect # 2 then approached the cashier, pointed a black handgun, and demanded money. Suspect # 2 and Suspect # 3 jumped over the counter and took and undermined amount of money. All three suspects fled the scene.

Person of Interest Sought in Home Invasion of 70 Year-Old Woman

The Prince George’s County Police Department is working to identify a person of interest in a Home Invasion that left a 70 year-old woman assaulted in her home on Drum Avenue in Capitol Heights. The surveillance photos are of an individual observed walking near the scene at approximately 6:12 a.m. at the intersection of Drum Avenue and Larchmont Avenue.

On December 23, 2011, between the hours of 2:00 a.m. - 6:30 a.m., the suspect broke into the 70 year-old woman’s home and viciously beat her leaving her in critical condition. The 70 year-old woman sustained bleeding on her brain, a broken eye socket and a broken nose due to this incident.

PGPD District IV Station Celebrate Christmas with Area Children

The Prince George's County Police Department's District IV Community Policing Services Unit (COPS) held their Annual Children's Christmas Party this week at the police station located in the Eastover Shopping Center.

The party took place on December 22, 2011, as children from the community celebrated the day by taking pictures with Santa and Mrs. Clause and by also receiving gifts. They also feasted on pizza provided by police officers.

"It was great to see the smiles on the faces of all the children who came. I'm so happy that we can be a part of an event that makes such an impact on the children of our communities," said Major James Harper.

Community & Business partners that assisted in the event were Alliance of Southern Prince George's County, Vocilli's Pizza, Iverson Mall and The District IV Citizen's Advisory Council.
