PGPD Charges Officer in Connection with Fatal Officer-Involved Shooting

Michael Owen

The Prince George’s County Police Department charged a patrol officer in connection with the fatal officer-involved shooting in Temple Hills on Monday night. The involved officer is Corporal Michael Owen, Jr. He is a 10-year veteran assigned to the Bureau of Patrol. He’s charged with fatally shooting 43-year-old William Howard Green of Southeast, Washington DC.

On January 27th, at approximately 7:20 pm, officers were dispatched to the area of St. Barnabas Road and Winston Street for the report of a traffic accident. Owen and a second officer were advised by witnesses on scene that Green had struck their vehicle. The officers approached Green who was in his car nearby. The preliminary investigation reveals Green was removed from his car and at the time was believed to be under the influence of a substance. He was handcuffed and placed in the front seat of Owen’s cruiser as they awaited the arrival of a drug recognition expert. As they waited, Owen got into the driver’s seat of his cruiser and was now seated next to Green. A short time later, for reasons that are now at the center of the investigation, Green was shot seven times by the officer’s duty weapon.

Following the shooting, Owen and the second officer removed Green from the cruiser and used their department-issued trauma kits to provide medical aid to Green. He was transported to a hospital where he died a short time later.

Owen is charged with second degree murder, voluntary and involuntary manslaughter, first degree assault and use of a firearm in the commission of a crime of violence. He was taken into custody late this afternoon.

The PGPD has received several questions about why Owen placed Green in the front seat of the cruiser. Here is the directive our officers follow according to the department’s General Orders - Volume II, Chapter 4: One officer may transport one arrestee, who will occupy the right front seat. For vehicles equipped with transport partitions, arrestees will occupy the right rear seat. Owen’s cruiser did not have a partition.

If anyone has information on this investigation, they are asked to please call detectives at 301-856-2660. Callers wishing to remain anonymous may call Crime Solvers at 1-866-411-TIPS (8477), or go online at www.pgcrimesolvers.com, or use the “P3 Tips” mobile app (search “P3 Tips” in the Apple Store or Google Play to download the app onto your mobile device.)

Grand Jury Indicts Martique Vanderpool on Multiple Charges to Include Rape & Exposing/Attempting to Expose Victim to HIV

Martique Vanderpool

On Tuesday, a Prince George’s County grand jury indicted Martique Vanderpool on a list of charges to include rape and exposing/attempting to expose the victim to HIV.  In December of 2019, the PGPD arrested the former officer with the Fairmount Heights Police Department for raping a citizen after a traffic stop, prior to his resignation from that agency.

Earlier this month, a judge initially dismissed the first-degree rape charge and remanded Vanderpool to home confinement and placement on electronic monitoring. The grand jury, after receiving all of the evidence, returned the charges yesterday to include first-degree rape charge.

The Prince George’s County Police Department’s preliminary investigation reveals that on September 6, 2019, Vanderpool and a second officer with Fairmount Heights Police conducted a traffic stop at Sheriff Road and Cabin Branch Drive in Capitol Heights. The victim, an adult female, was the driver of that car and only occupant. During the stop, Vanderpool asked the victim to step out of her car. She was placed into handcuffs. Vanderpool then called for a tow truck to impound the victim’s car. The victim was ultimately taken back to the Fairmount Heights Police Department. While there, Vanderpool demanded the victim engage in a sex act or be arrested. The victim complied. After the sexual assault, Vanderpool issued the victim several citations, drove her to the impound lot and had her car released back to her.

As a result of the ongoing investigation, PGPD confirmed that Vanderpool was HIV positive and the grand jury returned the indictment.

If you were a victim of a sexual assault involving Vanderpool or if you’ve had sexual contact with him and he did not disclose his HIV diagnosis and would like to speak to a detective, please call 301-856-2660.

The Prince George’s County Health Department offers HIV screening. Anyone who would like testing or speak to someone anonymously is urged to call 301-583-3150.

PGPD Responds to Fight Call in Oxon Hill

*****Spanish Translation Follows*****

On January 20th, at approximately 9:45 am, the Prince George’s County Police Department responded to the report of a fight in Oxon Hill. The caller advised the fight involved two men and had occurred in the 6700 block of Oxon Hill Road.

When officers arrived on the scene, the two men were already separated and no longer involved in a physical altercation. Officers observed that one of the men was bleeding from his face and made the decision to handcuff the second male while the patrol officers began their on-scene investigation.

The officers spoke to both men as well as an independent witness who was on the scene. That witness advised she saw both men fighting with one another. She told officers that she observed the handcuffed male first hit the other with a glass bottle and that man responded by striking the one who had thrown the bottle several times. A portion of the fight was recorded on a cell phone by a witness.

When officers spoke to both males, they learned that the men were known to one another. They had also been involved in a separate dispute earlier that morning. That dispute continued when one of the men spotted the second male, who was the one later placed in handcuffs, walking on Oxon Hill Road approximately one-half hour later.

Officers requested emergency medical personnel to respond to the scene to check on both men. When the ambulance arrived, both men refused medical assistance or transport to a hospital.

Prince George’s County Police detectives were called to the scene by patrol officers. The detectives spoke to the independent witness, reviewed the portion of the altercation that was recorded on cell phone by an independent witness, and spoke to both men. They both refused to press charges against each other and refused to cooperate with detectives. No weapons were recovered.

The on-scene investigation continued for approximately 45 minutes before both men were released from the scene and advised they had the option to press charges against one another via a district court commissioner. Under Maryland law, individuals have up to one year and a day to seek charges through a commissioner.

Today at 12:15 pm, we learned the video that is currently on social media depicting the male in handcuffs was recorded by a Prince George’s County Police officer. The circumstances surrounding the recording and release of that video are now the subject of an internal investigation. That officer is now suspended pending the outcome of this investigation.
