Police-Involved Shooting in College Park

On Thursday, July 5, 2012, at 10:24 p.m., patrol officers were dispatched to the 4700 block of Lakeland Road, College Park, for a man on PCP with a gun. Cpl. Jordan Swonger was the first to arrive at the staging area. Officer Swonger observed 21-year-old Andrey Trorry McKoy, of the 4700 block of Lakeland Road, and McKoy’s mother, Ms. Antionette Ayers walking toward him. McKoy produced a handgun and fired multiple shots at Ofc. Swonger. A number of the shots struck Ofc. Swonger’s cruiser. Ofc. Swonger exited his vehicle and returned fire, but didn’t strike McKoy.

Ofc. Swonger and McKoy then became involved in a physical altercation. During the altercation, McKoy dropped a handgun. Other officers arrived to help Ofc. Swonger take McKoy into custody. McKoy broke free and fled. Ofc. Swonger then deployed his issued taser on McKoy. The taser did not take effect.

McKoy continued running toward Baltimore Avenue (Route 1) and then produced what officers believed was another handgun. McKoy pointed the item at the officers and made a motion as if he were pulling a trigger, which caused a flash. The object that McKoy removed from his cargo pants pocket was a lighter of some sort. He raised it at police officers while taking a shooting stance as if he were simulating possession of a firearm. Ofc. James Carpenter and Officer Kenneth Tant fired their issued service weapons at McKoy, striking him multiple times. The gun that McKoy used to shoot at a uniformed Prince George's County police officer, a .40 caliber semi-automatic pistol, was recovered from the scene. At this point, McKoy attempted to get into a marked cruiser and drive away but was unable to do so. McKoy left that cruiser and got into another marked cruiser. He drove it north on Route 1, where he subsequently ran into a brick wall at a McDonalds. Officers pinned the vehicle in and subsequently removed McKoy from the cruiser and took him into custody. He was transported to a local hospital and listed in good condition on Friday.
