PGPD Investigates Fatal Pedestrian Collision in Forestville

The Prince George's County Police Department's Collision Analysis and Reconstruction Unit is investigating a fatal pedestrian collision in Forestville. The victim is identified as 24-year-old Irvin William Starks of the 3200 block of Walters Lane in District Heights.

On January 18, 2014, at about 8:40 pm, patrol officers were called to the intersection of Pennsylvania Avenue and Donnell Drive for the report of a pedestrian collision.  When they arrived, they found Starks with critical injuries. He was pronounced dead on the scene.

The preliminary investigation reveals Starks was crossing the intersection at Pennsylvania Avenue and Donnell Drive when he was hit by a car.  Seconds later, he was hit by an SUV.  He was then struck by a third car.  The drivers of the first and third cars remained on scene. The driver of the SUV did not.  Our investigators are working to locate that SUV and its driver.  The SUV is green and will likely have a damage to its right headlight.


The preliminary investigation also reveals that Starks was walking near or within a crosswalk, but was believed to be crossing against a no walking signal.
