Please Watch Video of Rescue of Critically Missing 8-Year-Old by PGPD K9 Officers & Guardian Helicopter

Use the following link to watch the video here.

The four-minute version can be viewed here

It was nearly 11:00 pm on a cold night – the temperature around 40 degrees – when two Special Operations Division K9 officers, Corporals Mason and Carter, responded to the report of a critical missing child. The child was just eight years old and on the autism spectrum. The little boy had wandered from his home in Upper Marlboro. His frightened family called for our help. Corporals Mason and Carter began searching the immediate area around his home and also requested help from our Aviation Section. When our helicopter, called Guardian, and its flight crews arrived, they began canvassing the area with pilot, Mr. Corser, and Tactical Flight Officer, Cpl. Elrod on board. After scouring the area for several minutes using the FLIR thermal imaging system, the Guardian’s crew spotted someone on the banks of a large body of water who appeared to have their legs submerged. The Tactical Flight Officer alerted the K9 officers on the ground and began guiding them where to go. Knowing time was of the essence, the officers ran toward the waterline. Thankfully, the officers were able to reach the child, who was cold and wet but otherwise unharmed. The officers brought him back home where an ambulance crew and his relieved family were waiting.

PGPD Arrests Two Suspects Linked to Carrier Scams

The Prince George’s County Police Department’s Financial Crimes Unit (FCU) recently arrested two suspects linked to carrier scams. In the two cases, the victims handed over large amounts money and gold bars to scammers posing as carriers.

Parmveer Parmveer
In the first case, detectives arrested 25-year-old Parmveer Parmveer of Grove City, Ohio. He’s charged in connection with a scam that originated as a pop-up alert on the victim’s laptop urging the victims to contact Apple security using a number provided. Multiple scammers communicated with the victims by posing as security personnel and also a representative from the Federal Trade Commission. The scammers convinced the victims their money was not secure and to withdraw cash from their bank account and deposit it into a Bitcoin ATM. The scammers also convinced the victims to take out more money and purchase gold from a local dealer. Scammers arranged for a carrier to pick up the gold from the victim’s home multiple times. FCU detectives were able to arrest Parmveer when he went to the home for one of the arranged pickups. The victims in this case were defrauded of nearly $700,000 dollars in cash and gold bars.

Gyoung Lee
In a similar, but unrelated case, detectives charged 47-year-old Gyoung Lee of Flushing, New York. This case also began when the victim received a pop-up on his computer advising him to contact Microsoft Support to discuss a security issue using a provided number. The scammers posed as a tech support agent as well as a representative from the US Treasury Department. In order to secure his money, the victim was convinced to make multiple cash withdrawals from his bank account and to then hand over the money to a carrier who picked up the cash from his home. FCU investigators arrested Lee when he arrived at the victim’s home to pick up cash. This victim lost $40,000 to the scammers.

The PGPD reminds all residents to never give money, gold, gift cards or anything else of value to someone you do not know, even if they are posing as representatives from legitimate businesses, banking institutions or government agencies. If you are worried about security issues on your computer, contact the company managing your software directly or your anti-virus software company. You should also contact your bank if necessary using the number on the back of your bank card.

If you believe you have been the victim of a scam, please call us. PGPD detectives can be reached at 301-516-1464.

PGPD Statement on Kilmar Abrego Garcia

A review of Prince George's County Police Department records reflect the following: On March 28, 2019, an officer with the Hyattsville City Police Department contacted the Prince George’s County Police Department’s (PGPD) Gang Unit MS-13 Intelligence Squad to inform our agency that he had stopped a group of four men in Hyattsville. That group included Kilmar Abrego Garcia. The Hyattsville City Police Officer indicated he recognized one of the men in the group to be a member of the MS-13 gang. Multiple members of the PGPD Gang Unit interviewed the four men. The PGPD detectives had reasonable suspicion, based upon their training and experience, three of the four men, including Kilmar Abrego Garcia, displayed traits associated with MS-13 gang culture. This was based on tattoos, clothing, as well as information from a source. The PGPD completed a Gang Field Interview Sheet (GFIS) to document the intelligence gathered for each individual. The PGPD did not charge or arrest any of the individuals. The PGPD has not had any further interactions with Abrego Garcia nor received any new intelligence related to him.

One of the PGPD detectives who interviewed the group that day and helped generate the interview form was former officer Ivan Mendez. In April 2019, in connection with an unrelated matter, Mendez was suspended pending investigation. He ultimately pled guilty to Misconduct in Office for that unrelated matter. The department proposed his termination. He accepted the discipline and was terminated from the agency in December of 2022. There will be no further statements or information provided on these subjects.
