PGPD Investigating Homicide Followed By Officer-Involved Shooting


The Prince George’s County Police Department is investigating the murder of a man inside of a liquor store in Oxon Hill on Wednesday. The murder suspect was then shot and killed by a veteran PGPD officer outside of the business.

The victim who was fatally shot inside of the liquor store is identified as 25-year-old Ralland Whitfield of Patuxent Mobile Estates in Lothian, MD. The deceased homicide suspect who killed Whitfield is 27-year-old David Edward Hall of the 2900 block of Brinkley Road in Temple Hills. The preliminary investigation reveals Whitfield had just made a purchase inside of the store when Hall entered the store and shot him multiple times. The motive for the murder is under investigation. The suspect and victim were known to each other.

After Hall shot Whitfield, he ran from the business still armed with the murder weapon. That’s when he encountered a PGPD officer who had heard the gunshots while sitting in his unmarked cruiser at a red light outside of the store. The officer jumped out of his vehicle to investigate the source of the gunshots and observed Hall running from the store towards the officer. The preliminary investigation reveals the officer gave verbal commands for Hall to stop but Hall failed to comply. The officer discharged his duty weapon, striking and killing the suspect. The suspect’s gun was recovered next to the suspect.

The involved officer is identified as Corporal Andrew McKenney. He joined the PGPD in 2008 and is assigned to the Bureau of Investigation, RID South Robbery Suppression Team. The Internal Affairs Division’s Special Investigation Response Team is investigating the officer-involved shooting. As is routine in any officer-involved shooting, the Prince George’s County State’s Attorney’s Office will ultimately determine whether any charges are filed in the investigation. McKenney is on routine administrative leave pending the outcome of the investigation.
