The Office of the Chief Medical Examiner today identified the body of a man found at Watkins Regional Park in Upper Marlboro earlier this week. The decedent is 80-year-old Lubin Phipps of Upper Marlboro. At this time, no foul play is suspected, however the circumstances leading up Mr. Phipps’ death are still under investigation.
On September 18, 2015, at about 1:00 pm, our patrol officers and officers with the Maryland-National Capitol Park Police were called to Watkins Regional Park in Upper Marlboro for the report of a missing person. When they arrived, an extensive search was conducted for Mr. Phipps, but he wasn’t located.
On October 11, Maryland-National Capitol Park Police officers conducted a subsequent search and discovered the body.
The Office of the Chief Medical Examiner will rule on a cause of death.
