When officers arrived on the scene, the two men were already separated and no longer involved in a physical altercation. Officers observed that one of the men was bleeding from his face and made the decision to handcuff the second male while the patrol officers began their on-scene investigation.
The officers spoke to both men as well as an independent witness who was on the scene. That witness advised she saw both men fighting with one another. She told officers that she observed the handcuffed male first hit the other with a glass bottle and that man responded by striking the one who had thrown the bottle several times. A portion of the fight was recorded on a cell phone by a witness.
When officers spoke to both males, they learned that the men were known to one another. They had also been involved in a separate dispute earlier that morning. That dispute continued when one of the men spotted the second male, who was the one later placed in handcuffs, walking on Oxon Hill Road approximately one-half hour later.
Officers requested emergency medical personnel to respond to the scene to check on both men. When the ambulance arrived, both men refused medical assistance or transport to a hospital.
Prince George’s County Police detectives were called to the scene by patrol officers. The detectives spoke to the independent witness, reviewed the portion of the altercation that was recorded on cell phone by an independent witness, and spoke to both men. They both refused to press charges against each other and refused to cooperate with detectives. No weapons were recovered.
The on-scene investigation continued for approximately 45 minutes before both men were released from the scene and advised they had the option to press charges against one another via a district court commissioner. Under Maryland law, individuals have up to one year and a day to seek charges through a commissioner.
Today at 12:15 pm, we learned the video that is currently on social media depicting the male in handcuffs was recorded by a Prince George’s County Police officer. The circumstances surrounding the recording and release of that video are now the subject of an internal investigation. That officer is now suspended pending the outcome of this investigation.

PGPD Responde a Llamada sobre Pelea en Oxon Hill
El 20 de enero, a eso de las 9:45 am,
el Departamento de la Policía de Prince George’s County respondió tras recibir
información sobre una pelea en Oxon Hill. La persona que llamó indicó que la
pelea fue entre dos hombres y ocurrió en la cuadra 6700 de Oxon Hill Road.
Cuando los oficiales llegaron a la
escena, los hombres ya se encontraban separados y no en medio de un altercado
físico. Los oficiales vieron que uno de los individuos sangraba por su cara,
por lo que decidieron esposar al segundo individuo mientras los demás oficiales
de patrulla comenzaban su investigación en la escena.
Los oficiales dialogaron con ambos individuos
y con una testigo que se encontraba en escena. La testigo indicó que haber visto a ambos hombres peleando entre
sí. Ésta dijo a los oficiales que vio al hombre esposado darle al otro con una
botella de cristal y que el otro respondió agrediendo a quien le había lanzado
la botella varias veces. Un testigo logró grabar parte de la pelea con su
celular.
Cuando los oficiales hablaron con
ambos individuos confirmaron que estos se conocían entre sí. Ambos habían
estado involucrados en otra disputa más temprano en la mañana. La misma disputa
continuó cuando uno de los hombres vio al otro, quien más adelante fue esposado,
caminando en Oxon Hill Road, aproximadamente media hora luego de la disputa
inicial.
Los oficiales solicitaron que
personal de emergencias médicas acudiera a la escena para atender ambos
individuos. Una vez llegó la ambulancia, éstos rechazaron asistencia médica y
traslado a un hospital.
Nuestros detectives acudieron a la
escena tras ser alertados por los oficiales de patrulla. Éstos dialogaron con
la testigo, revisaron la parte del altercado que fue grabada por celular y
entrevistaron a ambos individuos. Éstos rechazaron querellarse entre sí y
rehusaron cooperar con los detectives. No se recuperaron armas en la escena.
La investigación en escena continuó
por aproximadamente 45 minutos antes que dejaran ir a los individuos y les
apercibieran de que podrían querellarse contra el otro a través de un
comisionado de las cortes del distrito. Bajo las leyes del Estado de Maryland,
una persona tiene hasta un año y un día de ocurrido el incidente para buscar
que se someta una querella a través de un comisionado.
Hoy a las 12:15 pm, descubrimos que
el video que circulaba por las redes sociales mostrando al individuo esposado
fue grabado por un oficial de la Policía del Condado de Prince George’s. En
