PGPD Investigating Fatal Officer-Involved Shooting in Oxon Hill

Update - September 13, 2021: The involved officer is identified as Corporal John Diggs. He is a 12-year veteran of the department. 

The Prince George’s County Police Department’s Internal Affairs Division is leading the investigation into a fatal officer-involved shooting on Friday in Oxon Hill. The decedent is identified as 29-year-old Cedric Williams with no fixed address.   

The incident took place on September 10, 2021, at approximately 12:45 pm, in the 1100 block of Owens Road. The preliminary investigation revealed an employee of the apartment complex on Owens Road notified the involved officer that a man who was banned from the complex was on the property. The officer, who lives at the complex, attempted to get Williams to leave.

 

Williams did not comply with the officer’s orders to leave the property. The officer was wearing his police uniform at the time. A verbal confrontation between the decedent and officer turned in a physical struggle outside of the building and onto a roadway. During that struggle, the suspect pulled out a handgun from a bookbag. Preliminarily, it appears he attempted to fire the weapon at the officer, but the gun did not fire. He then tossed the gun into a wooded area.

 

Here is the photo of the handgun, which upon further review at the scene, was determined to be a realistic replica.  As a comparison, here is a photo of a real Colt 45 handgun.

At this point in the confrontation, the officer deployed his Taser twice at the decedent in an attempt to gain control and place him in custody. The Taser deployments were not effective. Moments later, Williams retrieved a second weapon, an AR-15 style rifle from the wooded area and pointed the rifle at the officer. At this point, the officer discharged his duty weapon multiple times, striking and killing Williams. Upon examination following the incident, this rifle was also determined to be a realistic replica.

The officer sustained several injuries during the physical altercation with Williams. He was transported to an area hospital for treatment and later released.

 

The officer joined the department in 2009. He is assigned to the Bureau of Patrol. As is standard procedure, he is now on administrative leave pending the outcome of the investigation. The Prince George’s County State’s Attorney’s Office reviews all officer-involved shootings.

PGPD Investiga Mortal Tiroteo de Oficial en Oxon Hill

Actualización – 13 de septiembre de 2021: El oficial que estuvo involucrado fue identificado como Cpl. John Diggs. Este es un veterano del departamento con 12 años de servicio.

El Negociado de Asuntos Internos de la Policía del Condado de Prince George’s investiga un mortal tiroteo que se suscitó el viernes en Oxon Hill, en el cual estuvo involucrado un oficial. El fenecido individuo fue identificado como Cedric Williams, de 29 años y sin domicilio fijo.

El incidente se produjo el 10 de septiembre de 2021, a eso de las 12:45pm, en la cuadra 1100 de Owens Road. La investigación preliminar reveló que un empleado del complejo de apartamentos allí ubicado notificó al oficial que un individuo a quien le habían prohibido acceso al complejo se encontraba en la propiedad. El oficial, quien vive en el complejo, intentó que Williams se largara.

Williams no cumplió con las ordenes que impartió el oficial para que este abandonara la propiedad. El oficial vestía su uniforme policial al momento del incidente. Lo que comenzó como una disputa verbal entre el oficial y el fenecido se convirtió en un altercado físico en las afueras del edificio que llegó hasta la carretera adyacente. Durante el forcejeo, pareciera ser que este intentó dispararle al oficial, pero el arma no disparó. Entonces, este lanzó el arma hacia una zona boscosa.

Incluimos una foto del arma, la cual tras ser investigada en la escena se determinó era una réplica. A modo de comparación, incluimos foto de una pistola Colt 45 real. (vea imágenes 1 y 2)

A estas alturas de la confrontación, el oficial utilizó su pistola de descarga eléctrica dos veces, intentando controlar al sujeto y colocarle bajo custodia. Las descargas eléctricas no funcionaron. Momentos después, Williams sacó una segunda arma de fuego del área boscosa, a saber, un rifle AR-15, y le apuntó al oficial. Fue entonces que el oficial descargó su arma de fuego múltiples veces, matando así a Williams. Tras investigar, luego del incidente se determinó que el rifle también era una réplica que parecía ser real.

El oficial sostuvo varias lesiones en medio del altercado físico con Williams. A éste le trasladaron a un hospital del área para recibir atención médica y luego fue dado de alta.

El oficial ingresó al departamento en el 2009. Este está adscrito al Buró de Patrullas. Conforme a nuestros procedimientos estándares, este se encuentra bajo ausencia administrativa durante el curso de la investigación del incidente. La Oficina de Fiscalía Estatal del Condado de Prince George’s evalúa todo tiroteo en el que haya estado involucrado algún oficial.
